The Office of the Special Prosecutor (OSP) has taken into custody Freeman Sarbah, the Acting Director of Legal Affairs at the Ghana Revenue Authority (GRA), over suspected involvement in corruption and obstruction of justice linked to the contentious revenue assurance agreement between GRA and Strategic Mobilisation Ghana Limited (SML).
In a statement shared on its official social media channels on Monday, November 3, the OSP confirmed that Mr. Sarbah is under active investigation for corruption-related offenses and interference with legal processes surrounding the GRA–SML arrangement.
The contract, which tasked SML Ghana with monitoring revenue in the downstream petroleum sector and other areas, has drawn public criticism due to alleged inflated costs, irregular procurement procedures, and questions about its legality and scope.
The OSP initiated its inquiry following claims of procurement violations and potential conflicts of interest. The investigation has since expanded to include top officials from both the GRA and the Ministry of Finance.
According to the OSP, preparations are underway to prosecute several individuals implicated in the SML deal by the end of November 2025. Those expected to face charges include former Finance Minister Ken Ofori-Atta, ex-GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, along with other senior GRA personnel and former advisors at the Finance Ministry.
So far, the investigation has uncovered evidence pointing to alleged corruption, misuse of office, and violations of procurement laws in the awarding and execution of the SML contracts
