Ghana Signs Key Term Sheet to Boost Domestic Gas Production

 Energy Minister John Abdulai Jinapor, together with Finance Minister Dr. Cassiel Ato Forson, on Tuesday signed a pivotal term sheet with Eni Ghana E&P, Vitol Upstream Ghana Limited, and the Ghana National Petroleum Corporation (GNPC) to advance plans for a major expansion of domestic gas production under the Offshore Cape Three Points (OCTP) project.

The agreement establishes a framework of commercial principles to guide the development of new gas infrastructure under the OCTP Non-Associated Gas (NAG) Upgrade Project. It builds on the Memorandum of Intent signed in September 2025, which committed the parties to collaborate on strategic investments in Ghana’s energy sector.

Under the proposed upgrade, gas production from OCTP could rise by up to 350 million standard cubic feet per day (MMscfd) by 2028. The expansion will be driven by the development of the Gye Nyame field, alongside the installation of a booster compressor and a new non-associated gas system on the project’s floating production storage and offloading (FPSO) vessel.

The OCTP project remains central to Ghana’s energy mix, supplying a significant share of the country’s gas for power generation. Officials say the planned upgrade will strengthen energy security, reduce reliance on imported fuels, and meet growing demand from industry and households.

“This milestone sends a strong signal that Ghana’s upstream petroleum sector remains open, stable, and ready for investment,” Mr. Jinapor said. “It reflects our commitment to creating a predictable and competitive environment for our partners, while ensuring that our natural resources are developed responsibly for the benefit of all Ghanaians.”
