The Economic and Organised Crime Office (EOCO) has arrested two former officials of the Inter‑Ministerial Coordinating Committee on Decentralisation (IMCCoD) in connection with investigations into alleged financial irregularities amounting to GH₵55 million.
In a statement issued on July 13, 2026, EOCO confirmed the arrest of Mr. Dennis Edward Aboagye, also known as “Miracles,” who served as Executive Secretary of IMCCoD, and Mr. Gerald Appiah, the former Accountant of the Secretariat. The arrests follow a forensic audit covering the period from August 2022 to February 2025 and a subsequent petition by the current Executive Secretary requesting further investigations.
The probe centers on suspected misappropriation, diversion, and theft of public funds. EOCO listed offences under investigation including conspiracy to steal, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, and money laundering.
Officials disclosed that Mr. Appiah has begun refunding funds linked to the crimes under investigation, though EOCO stressed that recoveries do not absolve suspects of liability. Mr. Aboagye was intercepted at Kotoka International Airport after a Stop Order was executed by the Ghana Immigration Service. Both men are expected to meet bail conditions while investigations continue.
EOCO assured the public of its commitment to conduct investigations professionally, impartially, and within the law, while respecting the constitutional rights of all persons under inquiry. Updates will be provided as the probe progresses.
