Committee Chair Warns MMDCEs Against Misuse of PWD Funds

The Chairperson of the Parliamentary Select Committee on Local Government and Rural Development, Hon. Maame Queenstar Pokuah Sawyerr, has cautioned Metropolitan, Municipal and District Chief Executives (MMDCEs) across the country to desist from misapplying funds allocated for Persons With Disability (PWDs) under the District Assemblies Common Fund (DACF).

Speaking during the Committee’s sitting in Parliament on Thursday, 9th October, 2025, the Agona East legislator expressed grave concern over persistent irregularities in the management of the PWD Fund, as revealed in the 2023 and 2024 Audit Reports.

Under the DACF Act, three percent (3%) of the total allocation to each District Assembly is reserved for the PWD Fund. The allocation is intended to support livelihood empowerment, education, healthcare, and capacity development for persons with disabilities.

Hon. Sawyerr noted that despite the clear purpose of the fund, some assemblies have diverted or outrightly misused the resources, depriving vulnerable citizens of the needed support.

“Actions will be taken against those assemblies who dipped their hands into the PWD funds,” she stressed.

The Committee’s sitting, which reviewed the annual statements of MMDCEs from the middle sector in the Northern, North East, and selected assemblies in the Eastern Region, also provided an opportunity to commend exemplary leadership.

Those praised for their distinguished service included the DCE of Nanumba South, Hon. Musah Abdul-Rashid; DCE of Tatale Sanguli, Hon. Mary Tagba; MCE for Tamale Metro, Alhaji Abu Takoro; DCE of Kumbungu, Hon. Imoro Yakubu Kakpagu; MCE of Savelugu, Hon. Alhassan Fuseini; and DCE of Zabzugu, Hon. George L. Tanei.

Others were the DCE of Achiase District in the Eastern Region, Hon. Samuel Owusu Brako, and Hon. Joseph Ali Lachir of Bunkpurugu Nakpanduri in the North-East Region.

The Committee is expected to continue its public sittings today, Friday, 10th October, 2025, with assemblies from the Savannah, Upper West, and Upper East Regions.
