The President has reaffirmed education and health as the twin pillars of his administration’s “reset agenda,” promising that no Ghanaian will be left behind in access to quality services.
He announced that government had refunded fees to 120,000 first-year students in tertiary institutions under the No-Fee Stress Policy, with additional support to come under the broader Student Loan Plus scheme. Persons with disabilities are also benefitting from a Free Tertiary Education Policy, while the Ghana National Research Fund has been established with an initial GHC 50 million allocation to boost local innovation.
On health, the President disclosed that the 2025 national health budget had seen a 13.4% increase to GHC 17.8 billion, with NHIS funding rising sharply from GHC 5.9 billion to GHC 9.8 billion.
“We are ensuring that every Ghanaian, especially the poor and vulnerable, has access to affordable, quality health care,” he stated. He also confirmed that government would invest over GHC 2 billion in new health infrastructure nationwide by 2028.
