Government Pledges Support to Ministry of Justice Amid Operational Challenges

The Ministry of Justice, under the leadership of Attorney General and Minister for Justice, Dr. Dominic Akuritinga Ayine, has outlined pressing challenges confronting its operations during an official visit. Discussions centered on pending international arbitration cases against the government, rising land compensation claims with significant financial implications, and capacity constraints within the Legislative Drafting Department due to funding, training, and staffing gaps.

Dr. Ayine assured that all prosecutorial processes, including matters relating to ORAL, are being conducted with integrity. He disclosed that sixteen dockets are currently under review, with no plea negotiations or compromised cases. He further highlighted operational limitations, particularly the Ministry’s limited regional presence, noting that plans are underway to establish offices in the newly created regions and renovate existing ones, subject to funding availability. A Criminal Proceeds Recovery Bill is also being prepared to strengthen the State’s ability to seize assets obtained from criminal activity.

In remarks during the visit, government reaffirmed its full support to the Ministry, encouraging staff to remain steadfast in their mandate. Emphasis was placed on the need for sustainable solutions to the growing land compensation claims, including structured and fair mechanisms that protect both the State and affected citizens. The urgent need to strengthen departments requiring targeted support, particularly the Legislative Drafting Department, was underscored. Proposals include investing in training and capacity building, and exploring the establishment of a dedicated training institute that could serve Ghana and neighbouring countries.

The visit also stressed the importance of innovative approaches to address the Ministry’s limited regional presence. Growing the economy and expanding the national resource base, it was noted, would ultimately enable more effective budget allocations. Government reaffirmed its commitment to working closely with the Ministry to ensure its mandate is carried out in service of the nation, while being mindful of the legacies left for future generations.
