Ghana Tops Global Mobile Money Regulatory Index Again

 Ghana has once again been ranked the world’s leading country in mobile money regulation, retaining the top spot in the GSMA’s 2025 Mobile Money Regulatory Index (MMRI).

According to the Bank of Ghana, the country achieved an overall score of 96.10 percent, improving on last year’s 95.06 percent. The MMRI, compiled by the Global System for Mobile Communications Association (GSMA), assesses the effectiveness of mobile money regulatory frameworks across 90 countries.

This recognition underscores Ghana’s leadership in creating a robust regulatory environment that supports mobile money services, drives financial inclusion, and fosters innovation in the digital financial ecosystem. The Bank of Ghana highlighted that the ranking reflects the nation’s commitment to progressive policies, consumer protection, and operational integrity, positioning Ghana as a global benchmark for regulatory excellence.

“The Bank will continue to collaborate with relevant stakeholders in the implementation of policies aimed at sustaining Ghana’s progress toward a fully inclusive and digitally empowered economy,” the statement concluded.

Ghana’s achievement reinforces its role as a continental leader in digital finance, with mobile money serving as a cornerstone of financial inclusion and economic empowerment.
