Gender Ministry Condemns Viral Video of Child Forced to Smoke; Calls for Swift Prosecution

The Ministry of Gender, Children and Social Protection (MoGCSP) has expressed deep concern over a viral social media video showing a group of men forcing a young child to smoke a cigarette. The Ministry has described the act as abusive, criminal, and a violation of the child’s rights and dignity.

In a statement issued on 21st November 2025, the Ministry noted that exposing children to harmful substances constitutes child endangerment and is punishable by law. It explained that the incident contravenes the Children’s Act, 1998 (Act 560), which mandates protection for every child from abuse, neglect, and all forms of harm. The act also aligns with key objectives of the Early Childhood Care and Development Policy, which promotes holistic child development.

The Ministry strongly condemned such behaviour, stressing that parents, guardians, caregivers and the general public share responsibility in safeguarding the wellbeing of children. It urged all to work collectively to protect minors from exposure to harm.

According to the statement, the Minister for Gender, Children and Social Protection has formally referred the matter to the Criminal Investigations Department (CID) of the Ghana Police Service for immediate action. The Ministry expects the perpetrators to be identified and prosecuted.

The statement also referenced Ghana’s ongoing 16 Days of Activism Against Sexual and Gender-Based Violence campaign, underscoring the urgency of addressing all forms of violence and exploitation against children. It reaffirmed the Ministry’s commitment to ensuring the child seen in the video receives appropriate care and protection.

The Ministry concluded by reminding the public that protecting the rights and dignity of children is a collective duty.
