REGSEC Declares Emergency Measures in Greater Accra Ahead of Rainy Season and Homowo Festival

 The Greater Accra Regional Security Council (REGSEC), chaired by Regional Minister Hon. Linda Obenewaa Akweley Ocloo, has declared a state of heightened operational readiness across the capital. The move follows an emergency high-level review of ecological vulnerabilities and cultural activities, with the Council unveiling a comprehensive, intelligence-led blueprint to mitigate flood risks and safeguard the upcoming Homowo festival.

Critical Risk Zones Identified

Supported by terrain tracking from the National Investigation Bureau (NIB), REGSEC has isolated several flood-prone corridors and flashpoints requiring immediate intervention.

  • Critical Risk Corridors: Odawna Sahara and Adabraka Official Town in Korle Klottey Municipality.
  • High-Risk Flashpoints: Alajo Central (D.K. Poison/Polo Park), Berlin Bridge, Downside Area in Ayawaso North/East, Jelil Estate Junction, Baba Yara Area, Akorli Down in Madina, Osu Alata, Osu Doku, and Abelemkpe Methodist Church zone.
  • Heightened Monitoring Zones: Major catchments in Weija-Gbawe (Old Barrier, Choice, Tetegu, Oblogo), Ga West (Manhean, Afuaman, Medie), and Ga East (Dome Crossing, GAEC Road, Christian Village Drain, Dakyibi River).

Dual Mandate: Flood Control and Festival Security

The Council’s seasonal strategy links environmental safety with cultural preservation.

  1. Drainage Enforcement: MMDCEs have been directed to clear silt, debris, and illegal waste from waterways to prevent flooding.
  2. Security Protocols: Joint security services will intensify patrols to preempt chieftaincy disputes and land-related conflicts during Homowo celebrations.
  3. Safe Havens & Evacuation: NADMO has secured designated safe havens and will enforce swift relocations in flood-threatened communities.

Minister’s Assurance

“The safety and well-being of our citizens remain our foremost priority. The government, through REGSEC, NADMO, and all stakeholders, will not sit idly by for disaster to dictate our narrative,” Hon. Ocloo stated. She urged residents to cooperate fully, observe safety precautions, and report emergencies promptly.

The public is assured that the State remains fully mobilized to preserve law, order, and safety across Greater Accra during the rainy season and Homowo festivities.
