Parliament Advances Security and Intelligence Agencies Bill

 Parliament has debated and read the Security and Intelligence Agencies Bill, 2025 for the second time, moving the proposed legislation closer to passage.

Presenting the report of the Select Committee on Security and Intelligence, Chairperson Hon. Zanetor Agyeman Rawlings explained that the Bill seeks to provide for matters relating to the National Security Council and to establish Regional and District Security Councils. She noted that the legislation will also specify state agencies responsible for coordinating and implementing government policies on national security, covering both internal and external concerns.

The Minister for Interior, Hon. Muntaka Mohammed Mubarak, added that the Bill aims to repeal the Security and Intelligence Agencies Act, 2020 (Act 1030) in order to establish the required national security architecture in line with government policy.

Debate on the floor saw members of the Minority Caucus, led by their Leader Hon. Alexander Kwamena Afenyo-Markin, raise objections to certain principles and clauses of the Bill. Despite these reservations, the House voted in favour of the legislation, allowing it to be read for the second time.
