Dr. Mustapha Abdul-Hamid, former Chief Executive Officer of the National Petroleum Authority (NPA), has satisfied his bail requirements in the widely publicized case involving allegations of extortion and money laundering.
He is the lead defendant in the high-stakes GH¢280 million corruption scandal.
According to a statement shared by the Office of the Special Prosecutor (OSP) on social media, the six other individuals charged alongside him have not yet met the court’s bail conditions.
As a result, they remain in custody awaiting further legal proceedings.
The OSP has formally accused Dr. Abdul-Hamid and nine others—including six persons and three corporate entities of 25 counts of corruption-related crimes. These include conspiracy to extort, laundering illicit funds, and abuse of public office.

The alleged offenses are said to have taken place between December 2022 and December 2024, during which the accused reportedly extorted GH¢280.5 million from oil marketing firms and funneled the money through three companies: Propnest Limited, Kel Logistics Limited, and Kings Energy Limited.
On 23 July 2025, the Accra High Court granted bail to all seven individuals under strict conditions. Dr. Abdul-Hamid was required to post a GH¢2 million bond with two guarantors, each earning a minimum net monthly income of GH¢5,000, and to report to the OSP every two weeks. He is currently the only one who has fulfilled these obligations.
The other six accused—Jacob Kwamina Amuah (UPPF Coordinator), Wendy Newman (NPA employee), and executives of the involved companies—were also granted bail of GH¢2 million each, but with more demanding terms: three guarantors, one of whom must offer real estate as collateral. Their failure to meet these conditions has led to their continued detention.
The three companies implicated in the charges are not subject to bail terms.
The case is scheduled to resume on 26 August 2025 for substantive hearings. The OSP reaffirmed its dedication to handling the matter impartially, emphasizing that one of Kel Logistics’ directors, Osei Tutu Adjei, is still on the run.
