Ministry Reassures PUWU: ECG Ownership Remains Public

The Ministry of Energy and Green Transition has moved to clarify its position on the involvement of the private sector in the operations of the Electricity Company of Ghana (ECG), following protests by the Public Utilities Workers’ Union (PUWU).

In a statement issued Tuesday, the Ministry confirmed that Cabinet, under President John Dramani Mahama, approved Private Sector Participation (PSP) in ECG in April 2025 as part of a broader reform agenda. The initiative aims to improve billing, revenue collection, and service delivery, while reducing technical and commercial losses.

“The Government of Ghana does not intend to, and will not, sell ECG,” the release stated. “The approved PSP framework is not a sale or divestiture, but a strategic deployment of private sector expertise through concession arrangements to support specific operational areas.”

The Ministry acknowledged that despite improvements in ECG’s performance since January 2025, persistent challenges continue to threaten the company’s financial sustainability and the stability of the power sector.

Signed by Richmond Rockson, Esq., Spokesperson and Head of Communication, the statement emphasized that the selection of a transaction advisor is a procedural step and not indicative of an outright sale. It also reaffirmed the Ministry’s commitment to protecting workers’ interests and maintaining open dialogue with PUWU.

“The Ministry calls for calm and restraint as engagements continue in good faith,” the statement concluded.
