Investigative Committee Submits Findings on “Medical Kalabule” Allegations

 The Ministry of Health has formally received the report of the investigative committee tasked with probing allegations of “medical kalabule” — claims of unethical practices and extortion schemes involving the Greater Accra Regional Hospital and Korle Bu Teaching Hospital.

Deputy Minister for Health, Prof. Dr Grace Ayensu-Danquah, received the findings on behalf of Minister Hon. Kwabena Mintah Akandoh, describing the submission as a decisive step toward restoring accountability in Ghana’s healthcare system.

Key Findings

  • A medical officer was found to have violated the Ghana Health Service Code of Conduct by directly accepting money from a patient for a surgical item needed for an amputation.
  • The committee uncovered an improper payment in US dollars to a supplier, breaching Bank of Ghana regulations.
  • Broader systemic challenges were identified, including financial constraints that limit the Greater Accra Regional Hospital’s ability to stock neurosurgical implants. This has forced some patients to purchase critical items directly from private suppliers before undergoing surgery.
  • Allegations of deliberate collusion — popularly referred to as “medical kalabule” — between doctors and suppliers could not be substantiated.

Recommendations

To strengthen transparency and prevent future occurrences, the committee proposed:

  • Enhanced complaint management systems in hospitals.
  • Orientation programmes on legal and ethical standards for medical personnel.
  • Proper documentation and cataloguing of neurosurgical procedures and implants.
  • Establishment of a ring-fenced implant revolving fund.
  • Clear policy guidelines to regulate intramural practice in public hospitals.

Ministry’s Response

Prof. Ayensu-Danquah commended the committee for its thorough and independent work, assuring the public that the Ministry will carefully review the findings and implement necessary reforms. She emphasized the Ministry’s commitment to upholding transparency, accountability, and professionalism in Ghana’s health sector.

The Ministry reaffirmed its dedication to strengthening governance, procurement processes, and accountability within health facilities, while ensuring that patients continue to receive safe, ethical, and quality healthcare services nationwide.
