Ghana to Launch Landmark Early Childhood Care and Development Policy

The Ministry of Gender, Children and Social Protection (MoGCSP), in collaboration with UNICEF and other partners, will officially launch Ghana’s new Early Childhood Care and Development (ECCD) Policy, 2025 on Thursday, February 26, 2026, in Accra.

The policy marks a major milestone in Ghana’s commitment to safeguarding the rights and wellbeing of children from conception to age eight. It emphasizes strategic investments in health, nutrition, early learning, responsive caregiving, and child protection, with the goal of reducing child and maternal mortality, tackling malnutrition, preventing educational setbacks, and combating child abuse and poverty.

According to the Ministry, the ECCD Policy builds on lessons from the 2004 framework and aligns with Ghana’s national development priorities, constitutional obligations, and international child rights commitments. It also incorporates the Nurturing Care Framework, promoting integrated interventions across multiple sectors.

The launch event is expected to draw about 200 participants, including representatives from government ministries, development partners, civil society organizations, academia, the private sector, faith-based and traditional leaders, parents, caregivers, and children.

Officials say the policy will strengthen coordination among institutions, ensure sustainable financing, and improve equitable access to services nationwide. Post-launch efforts will focus on dissemination, institutionalizing the coordination framework, and ensuring effective implementation at all levels.

The Ministry described the ECCD Policy as a “strategic investment in Ghana’s future,” reaffirming the nation’s commitment to holistic child development and sustainable progress.
