CAGD Refutes Social Media Allegations of Unearned Salaries

The Controller and Accountant-General’s Department (CAGD) has dismissed claims circulating on social media alleging that a senior civil servant at the Ministry of Defence received unearned salaries amounting to GHS427 million over a 29-month period.

In a statement issued on April 20, 2026, the Department described the allegations as false and misleading, stressing that Ghana’s payroll system is designed with strict controls to prevent irregular payments.

The release outlined four key safeguards within the payroll process:

  • Salaries are processed strictly according to approved pay structures for eligible employees.
  • Monthly payments are made only after online validation by heads of covered entities.
  • Internal quality checks are conducted to detect variances, confirm service conditions, and validate total payments.
  • No employee can receive a salary beyond what is legally due under the current system.

The Department emphasized its commitment to transparency and accountability, urging the public and media outlets to verify information before publication. It further assured stakeholders of its open-door policy for inquiries regarding payroll management.
