NIA to Implement Revised Ghana Card Fees from February 2

The National Identification Authority (NIA) has announced a revision of fees and charges for Ghana Card registration and related services, following parliamentary approval of new regulations.

According to a press release issued by the Authority, the revised fees will take effect on Monday, February 2, 2026, in line with the Fees and Charges (Miscellaneous Provisions) (Amendment) Regulations, 2025 (L.I. 2512), which was passed by Parliament in November 2025.

The NIA explained that the adjustment is part of a periodic review mandated under the Fees and Charges (Miscellaneous Provisions) Act, 2022 (Act 1080), which requires public institutions to realign fees to reflect prevailing economic and operational conditions.

The Authority noted that the last review of its fees was proposed in 2022 and approved in 2023. Since then, the NIA has operated under the same fee structure for over two years, despite a steady rise in operational costs. These include expenses related to technology licensing, cybersecurity services, utilities, logistics and personnel.

While exchange rate pressures have eased in recent months, the NIA said many of the key cost drivers of the National Identification System remain elevated and largely irreversible, making a modest fee realignment necessary to ensure the long-term sustainability of the Ghana Card system, which it described as critical national infrastructure.

Revised Fees at District Offices

Under the new structure, first-time registration at NIA district offices will remain free for applicants below 25 years. Applicants aged 25 years and above will pay GH¢30. Card replacement, nationality updates, and record updates involving card replacement at district offices will each attract a fee of GH¢200, while card renewal will cost GH¢150. Record updates without card replacement will continue to be free. Card transfer services, excluding courier charges, will cost GH¢75.

Premium Registration Services

At NIA Premium Centres, first-time registration will cost GH¢410, card replacement GH¢520, and record updates with card replacement GH¢410.

Foreign Nationals

For foreigners, fees remain pegged to the cedi equivalent of dollar amounts. First-time registration and nationality updates will cost the cedi equivalent of US$120, while annual renewal will cost the equivalent of US$78. Multiple-year renewal, with a minimum of two years, will cost US$75 per year, and card replacement will also attract a US$78 equivalent fee.

The NIA urged the public to take note of the changes and assured Ghanaians of its commitment to efficient service delivery. A full list of the revised fees and charges is available on the Authority’s website.
