Minister Samuel Nartey George Announces Renewed Talks with PayPal to Reinstate Services in Ghana

Minister for Communication, Digital Technology, and Innovation, Samuel Nartey George has disclosed that the Ministry has officially reinitiated discussions with PayPal to bring back full functionality of its services in Ghana.

During the Government’s Accountability Series held at Jubilee House on Friday, August 1, the Minister affirmed, The Ministry has formally reopened engagement with PayPal to restore full access to its service for Ghanaian users.”

He elaborated that as of June 2025, PayPal’s regional public affairs division had provided Ghana with a compliance framework. This document outlines the necessary technical, legal, and financial benchmarks that must be met for PayPal to operate comprehensively within the country.

“We are collaborating closely with the governor of the Bank of Ghana to facilitate PayPal’s entry into our financial and digital ecosystem. Nonetheless, we will require PayPal to adhere strictly to the Bank of Ghana’s regulatory standards,” he stated.

The Minister highlighted that this initiative is part of a wider plan to improve access to international digital payment systems, particularly benefiting Ghanaian freelancers, small businesses, startups, and the creative industry.

“Unlocking PayPal access will eliminate a persistent obstacle to engaging in the global digital marketplace and will broaden financial inclusion and international trade prospects for countless Ghanaians,” he stressed.

He also provided updates on the government’s continuous efforts to foster a secure, dynamic, and inclusive digital creative sector. He mentioned that he recently met with Tik Tok’s West Africa public policy team on June 26.

“Our conversation centered on enforcing age-appropriate usage, protecting young users, and encouraging responsible content creation,” he said.

The Minister further added, “I urged TikTok during that meeting to ensure equitable remuneration for Ghanaian content creators. I also recommended the formation of a local moderation and content oversight team that aligns with Ghanaian cultural values, safeguards user rights, and supports our national regulatory framework.”
