The Public Accounts Committee (PAC) has revealed that several teaching hospitals outsourced maintenance services at significant cost due to limited in‑house capacity, inadequate tools, and weak logistical support for Biomedical Engineering Units.
Chairperson of the Committee, Hon. Abena Osei Asare, disclosed this to Parliament when she moved a motion for the adoption of the Auditor‑General’s performance audit report on the procurement and maintenance of medical equipment in teaching hospitals.
The Committee observed that while outsourcing has become necessary in the short term, models adopted by the University of Ghana Medical Centre and Eura Care4 demonstrate that capital‑intensive equipment can be maintained under favorable contractual terms. It therefore recommended that hospitals continue outsourcing such services until internal capacity is strengthened.
Members from both sides of the House contributed to the debate before the report was adopted. The Committee stressed that strengthening Biomedical Engineering Units remains critical to reducing costs and ensuring sustainable maintenance of medical equipment across the country’s major hospitals.
