Parliament Passes Security and Intelligence Agencies Bill, 2025

Parliament has passed the Security and Intelligence Agencies Bill, 2025, paving the way for the establishment of the Office of the National Security Coordinator and a comprehensive restructuring of Ghana’s security architecture.

Explaining the purpose of the Bill on the floor of the House, the Minister for Interior, Hon. Mubarak Mohammed Muntaka, stated that the legislation seeks to provide for matters relating to the National Security Council, establish Regional and District Security Councils, and specify state agencies responsible for coordinating and implementing government policies on both internal and external security.

The Chairperson of the Select Committee on Security and Intelligence, Hon. Zanetor Agyeman Rawlings, noted that the government’s policy direction is to create a framework where the National Security Coordinator serves as the central authority in coordinating the activities of the country’s security and intelligence agencies.

Lawmakers described the passage of the Bill as a significant step toward strengthening national security, enhancing coordination among agencies, and ensuring a more robust response to emerging threats.
