Parliament Passes Road Traffic Amendment Bill 2025

Parliament has passed the Road Traffic Amendment Bill, 2025 under a certificate of urgency, introducing sweeping reforms aimed at improving road safety and modernising Ghana’s transport sector.

Presenting the report of the Road and Transport Committee, Chairman Hon. Isaac Adjei Mensah explained that the Bill amends the Road Traffic Act, 2004 (Act 683) to set limits for determining alcohol concentration in drivers and regulate the use of motorcycles, tricycles, and quadricycles for commercial purposes.

He noted that the legislation will establish standards for seat belts and other safety equipment, reduce the age restriction for commercial drivers, and introduce mandatory motor vehicle emission testing.

According to Hon. Adjei Mensah, the Bill is designed to create momentum for improved road safety while opening up employment opportunities for the youth. It also lays the foundation for comprehensive regulation of the road transport industry.

The passage of the Bill marks a significant step in Ghana’s efforts to strengthen transport governance, enhance public safety, and align with international best practices.
