Adom-Otchere Detained Over GACL Contract Probe After Failing to Meet Bail Terms

Former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, has been detained by the Office of the Special Prosecutor (OSP) after failing to meet bail conditions following formal charges in connection with a controversial revenue assurance contract.

Mr. Adom-Otchere, along with Otchere Kwame Baffour Awuah, Group Executive for Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems, was interviewed and charged by the OSP over suspected procurement breaches and corruption-related offences tied to a sole-sourced contract awarded during his tenure.

The OSP is investigating a deal between GACL and a private firm linked to Strategic Mobilisation Ghana Ltd (SML), which allegedly bypassed board approval and procurement protocols. The contract, aimed at boosting non-aeronautical revenue, was awarded to a company other than the one approved by the GACL board.

Mr. Adom-Otchere’s bail conditions require him to present two landed properties registered in his name. However, he has informed investigators that he does not own any such property in Ghana, resulting in his continued detention.

The former board chair has publicly denied wrongdoing, insisting that procurement decisions were the responsibility of GACL management, not the board. He has described the investigation as a “witch-hunt” and claims he is being unfairly targeted for decisions outside his remit.

The OSP has maintained its stance, citing evidence of irregularities and insisting that all suspects appear as scheduled for questioning.

The investigation continues to draw public attention, given the high-profile nature of the individuals involved and the implications for public accountability in state-owned enterprises.
