The University of Cape Coast (UCC) has signed a Memorandum of Understanding (MoU) with GSC Property Investment Limited for the development of a 28,000‑bed student accommodation facility estimated at US$500 million.
The project, to be implemented under a 30‑year Build‑Operate‑Transfer (BOT) arrangement, will cover 25 hectares of UCC land and feature 28 dormitory blocks, commercial and catering centres, an entertainment and cinema hub, student activity facilities, parking spaces, and other supporting infrastructure.
Witnessing the signing, Minister for Education Hon. Haruna Iddrisu said the initiative would not require direct state funding or a sovereign guarantee. He noted, however, that the agreement remains subject to Cabinet and Parliamentary approval, Ministry of Finance processes, and a Value‑for‑Money assessment.
The Minister urged UCC to ensure accommodation fees remain affordable, particularly in light of rising private hostel costs. He said the project could significantly ease accommodation challenges facing public universities and encouraged other institutions to explore similar public‑private partnership (PPP) arrangements.
University officials say the facility, once completed, will transform student housing at UCC and set a precedent for large‑scale PPP investments in Ghana’s higher education sector.
