Parliament has recorded two major milestones following the approval of the 2026 Budget Estimates of the Ministry of Foreign Affairs and the ratification of a groundbreaking Labour Mobility Agreement with Qatar.
Foreign Affairs Minister, Samuel Okudzeto Ablakwa, announced the developments, describing them as pivotal steps toward strengthening Ghana’s international presence and safeguarding the welfare of citizens abroad.
The approved 2026 Budget will drive reforms including:
- Enhanced conditions of service for foreign service officers.
- Transition from costly rentals to ownership of Ghana’s diplomatic properties worldwide.
- Continuous modernization of operations and affordable passport administration.
- A comprehensive strategy to bolster Ghana’s international image with efficiency and integrity.
In addition, Parliament ratified the Labour Mobility Agreement with Qatar under Article 75 of the 1992 Constitution of Ghana. The agreement guarantees improved and protected conditions of service for Ghanaian workers seeking employment in Qatar.
Under the new framework, Ghanaian workers will benefit from:
- Better salaries.
- Decent accommodation.
- Medical allowances and insurance coverage.
- Binding contracts to ensure job security.
Mr. Ablakwa emphasized that the agreement represents a significant advancement in protecting the rights and welfare of Ghanaian workers abroad while deepening bilateral relations with Qatar.
