Deputy Speaker to vote while presiding over parliament as speaker

 The Supreme Court of Ghana has ruled that the deputy speaker is allowed to vote even when he is chairing as Speaker in parliament.

The decision taken on Wednesday, 9 March 2022 means that if an issue requiring voting is submitted to Parliament, the deputy speaker of Parliament, who chairs in the absence of the actual Speaker of Parliament, can also vote on the issue.

This ruling is to say, first deputy speaker Joseph Osei Owusu, did not fault in voting for the approval of the 2022 budget.

On November 30, last year, Joseph Osei Owusu, a member-elect of Bekwai (NPP) in the Ashanti region, presided over parliament to overturn the House’s earlier vote of rejecting the 2022 government budget.

The deputy speaker counted himself which resulted in the issue of a controversial vote.
