Parliamentary Service Notifies EC of Kpandai Seat Vacancy

The Parliamentary Service has officially informed the Electoral Commission (EC) of a vacant seat in Parliament for the Kpandai Constituency, following a court directive ordering a fresh contest of the 2024 Parliamentary Elections in the area.

The communication, dated December 4, 2025, signals the formal start of the administrative procedures necessary to conduct the re-run to fill the empty position.

The outcome of this re-run will be pivotal for ensuring proper representation of the people of Kpandai.

The correspondence, addressed to the Chairperson of the Electoral Commission, Mrs. Jean Mensa, was signed by Mr. Ebenezer Ahumah Djietror, Clerk to Parliament.

The step was taken “In exercise of the power conferred and the duty imposed on the Clerk to Parliament by Article 112(5), as amended, of the 1992 Constitution of the Republic of Ghana.”

The letter formally alerts the EC of the vacancy “occasioned by the Order of the High Court, Tamale, for a re-run of the Kpandai Parliamentary Elections, given on the 24th day of November, 2025.”

This notification stems directly from a court ruling delivered to the Clerk to Parliament, who was the 4th Respondent in Suit Number: NR/TL/HC/E13/22/25.

Under Article 112(5) of the 1992 Constitution, the Clerk’s notice is a compulsory step that grants the Electoral Commission the legal authority to initiate arrangements for the re-run.

The provision requires that once a vacancy arises in Parliament, the Clerk must notify the EC, and a new election must be conducted within 90 days, unless the vacancy occurs within three months prior to the dissolution of Parliament.

With the notification dated December 4, 2025, the EC is now mandated to hold the re-run by early March 2026.

Situated in Ghana’s Northern Region, the Kpandai Constituency’s re-run highlights the heightened political and judicial scrutiny surrounding the 2024 general elections.

The High Court’s ruling on November 24, 2025, concluded that electoral irregularities or legal flaws were substantial enough to nullify the earlier result, necessitating a new vote.

The forthcoming re-run will be significant, offering the people of Kpandai another chance to choose their representative and restore their full participation in Parliament.

It is anticipated to attract considerable national focus and investment from major political parties, given its potential to influence the balance of power in the legislature.

The Electoral Commission is expected to release the schedule soon, outlining nomination deadlines and the specific date for the re-run election.
