Vice President to Launch Three Legal Instruments on Social Protection and Gender Equity

Vice President Prof. Naana Jane Opoku-Agyemang is set to officially launch three major legal instruments aimed at strengthening Ghana’s social protection framework and advancing gender equity.

The event, scheduled for Wednesday, October 7, 2026, in Accra, will see the unveiling of the Social Protection Act, 2025 (Act 1148), the Social Protection Regulations, 2026 (L.I. 2521) and the Affirmative Action (Gender Equity) Regulations, 2026 (L.I. 2522).

According to a statement issued by the Ministry of Gender, Children and Social Protection, the launch will be held under the theme: “Building an Inclusive, Equitable and Resilient Ghana: From Legislation to Impact.”

The ministry said the event marks an important step in strengthening Ghana’s legal and institutional framework for social protection while promoting gender equality and social inclusion.

The Social Protection Act, 2025, provides the legal foundation for a coordinated national social protection system designed to promote the well-being of persons experiencing poverty, vulnerability and social or economic risks.

It also establishes institutional arrangements intended to improve coordination and the delivery of social protection interventions across the country.

The ministry explained that the Social Protection Regulations, 2026, provide the regulatory framework needed to support the implementation of the Act, while the Affirmative Action (Gender Equity) Regulations, 2026, will facilitate the implementation of the Affirmative Action (Gender Equity) Act, 2024 (Act 1121).

According to the statement, the new regulations are expected to advance gender equity and strengthen accountability, coordination and implementation mechanisms across social protection and gender-related interventions.

The legal instruments will also clarify the responsibilities of institutions involved in implementing the laws and deepen public understanding of the new framework and its practical benefits for citizens.

The event is expected to bring together government institutions, development partners, civil society organisations, social protection stakeholders, private sector representatives and traditional leaders.

The Ministry of Gender, Children and Social Protection noted that the launch underscores the government’s commitment to translating legislation into practical action that improves social protection delivery, promotes inclusion and creates greater opportunities for women and other disadvantaged groups.

The ministry described the initiative as a significant milestone in Ghana’s efforts to build a more inclusive, equitable and resilient society.
