The State Interests and Governance Authority (SIGA) has unveiled the 2023 State Ownership Report (SOR), marking ten years of monitoring the performance of Ghana’s Specified Entities and underscoring the government’s drive toward accountability and transparency in state‑owned enterprises.
The report highlights progress under the Government’s 24‑Hour Economy Policy, with round‑the‑clock services introduced across institutions such as the Tema Development Corporation (TDC), Ghana Publishing, ARB, and the Driver and Vehicle Licensing Authority (DVLA). Extended production at GIHOC Distilleries and expanded monitoring by the Environmental Protection Agency (EPA) were also noted as part of the initiative.
On the financial sector, SIGA reported recapitalisation efforts at state‑owned banks including NIB and ADB, alongside continued support for GCB. The Ghana Amalgamated Trust (GAT) was monitored for its role in recapitalisation, while the Ghana Infrastructure Investment Fund (GIIF) introduced a new investment policy to diversify assets.
The report also flagged climate and gender disclosures, with 24 percent of reporting entities providing climate‑related data and 29 percent submitting gender‑related disclosures, reflecting growing attention to sustainability and inclusivity.
Looking ahead, SIGA called for a shift “from recovery to sustainable value creation,” urging Specified Entities to move beyond short‑term gains toward long‑term strategies that strengthen governance, capital allocation, and national development.
“The gains of FY2025 must not become a temporary triumph,” the report concluded. “They must become the foundation for a future cycle of growth and development, contributing meaningfully to national progress.”
The unveiling of the SOR reinforces SIGA’s role as the lead institution for oversight of Specified Entities, ensuring stronger monitoring frameworks, performance contracts, and governance reforms across Ghana’s public sector portfolio.
