Manhyia South MP Slams Speaker Over Kpandai Seat Declaration

The Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, has taken issue with Speaker of Parliament Alban Bagbin, accusing him of inconsistent and partisan conduct in relation to the Kpandai parliamentary re-run.

Speaking on Joy Midday News, Mr Awuah questioned why the Speaker permitted the Clerk of Parliament to notify the Electoral Commission (EC) of a vacancy, despite a motion for stay of execution still pending before the court.

He argued that the Speaker’s stance runs counter to established practice, where legal proceedings were allowed to conclude before a seat was declared vacant in similar circumstances.

“It’s a clear case of a lack of principle. It’s a clear case of institutional contradiction,” he said, adding that the only plausible explanation for the Speaker’s position was “partisanship,” which he described as “very unfortunate.”

Mr Awuah cited the case of Assin North MP James Gyakye Quayson, who was allowed to remain in Parliament until the Supreme Court delivered its ruling, even though legal challenges were ongoing at the time. He stressed that the current situation is comparable, noting that “there’s also a motion for stay of execution pending,” and insisting the Speaker should have applied the same approach.

His remarks come in the wake of the Parliamentary Service’s formal communication to the EC declaring the Kpandai seat vacant, following a court order for a re-run of the 2024 parliamentary election.

The Clerk to Parliament, Ebenezer Ahumah Djietror, issued the letter on December 4, 2025, in line with Article 112(5) of the 1992 Constitution, which requires the Clerk to inform the EC whenever a parliamentary seat becomes vacant.
